The cancellation seems to read 20 Dic 1865

That date puts it in the middle of Maximillian's 2d Empire.

I am guessing here but given the date, I think the stamp was used by
the Danish Government, in Mexico, to conduct their business. I am
going to put this out to members of the forum and try to get you a
more definitive answer.
