Sample letter weighting 10g (left corner), so a 3rd weight letter (1st below 6g, 2nd below 8g, 3rd up to 10g like your letter here).

Recipient paid 16 Decimes (1,6 Francs) because of the distance and heavy weight. Sender paid nothing.

It is not clear, whether or not the sample(s) were enclosed, or attached. Being enclosed there was no benefit for the correspondents, being attached it was the regular rate for a 1st weight letter plus a reduced tax for the further weights by paying only a third of the regular weight rate.
