Die zweite Zeile lautet RPO/COP 40 - das steht für Retail Post Outlet bzw. das französischsprachige Gegenstück Comptoir Postal

In etwa also so etwas, was bei der Deutschen Post eine "Postfiliale im Einzelhandel" ist, d.h. eine Postagentur beim Bäcker nebenan.

In der ersten Zeile findest Du normalerweise die POCON (=Post Office Computer Organization Number), eine postinterne Kennung des Postamts (eine sechsstellige Zahl) [2], hier 648018?

Heute wäre das also die Postagentur in der 1238 Kingsway Street, Kensington–Cedar Cottage, Vancouver, V5V 3E0 [3] (im Royal Road Trading [ab etwa 2022], ehemals Noah's Variety [um 2016/2018], Shadman Trading [?]) - ob das auch für 1990 bereits galt, kann ich Dir nicht sagen.
